Text Any textual data included in the document House Approves 3 Inver Grove Bills By BOB YLVISAKER Minneapolis Tribune Staff Writer The Minnesota House Thursday gave preliminary approval to three bills providing for the merger of the town of Inver Grove and the village of Inver Grove into a new village to be known as Inver Grove Heights. The bills also provide for the annexation of the South St. Paul Airport property, portions of which are now located in both the town and village, to the city of South St. Paul. APPROVAL yesterday in the house was by unanimous voice vote, with no objections or debate. Final approval is expected today. Similar legislation is pending in the senate. Rep. Walter Klaus, Farmington Conservative, a co-author of the bills, told the house yesterday that the only way to accomplish the merger was through special legislation. There is no authority under currently Minnesota Municipal Commission laws to provide for consolidation of a village and township into a new village, he said. The municipal commission, in an interim opinion two weeks ago, had backed the proposed merger. It, too, said there was no provision for such a consolidation under current law--only for an annexation with no provision for adequate representation of the added population of the township, which substantially outnumbers that of the village. The commission, however, opposed special legislation, calling instead for an amendment to the commission law giving it the required powers. Such an amendment is included in proposed changes in the commission law recommended by an interim subcommittee and introduced as a bill in both houses. PROPONENTS of the special merger legislation have said they want quick action to avoid the necessity for township elections scheduled March 9 in Inver Grove Township. If passed, the special legislation would still have to be approved by the Town Board and Village Council and then by voters in each unit in special elections held in a 20-to-45-day period. The controversial Inver Grove case has been pending before the municipal commission for three years, originating as a petition by the township for incorporation as a village. Subsequent petitions were made by South St. Paul, West St. Paul, Sunfish Lake and Inver Grove Village to annex portions of the township.
